Virtual Public Consultation

Land at Evesham Road, Harvington

Welcome to this Virtual Public Consultation, relating to the proposed development of up to 150 high-quality homes (including the provision of a minimum of 40% affordable homes) on land at Evesham Road, Harvington. The site is located immediately to the north of the housing development accessed off Leys Road. The site measures 7.6 hectares and can be seen in the location plan on this page.

The Harvington Neighbourhood Plan 2016-2030 also establishes that the site is outside of the Neighbourhood Plan’s development boundary, which therefore means that the site is located within the open countryside. The purpose of this consultation is to keep local people informed and to gather feedback on the Illustrative Concept Plan for the proposed development. We have also notified the Parish Council of the consultation.

All comments will be carefully considered and may result in changes to the proposals. Once the planning application has been submitted, Wychavon District Council will conduct a formal consultation, where you will also be able to make comments on the proposals.

Background

The developer wishes to bring forward this development and welcome your views before submitting a planning application.

The application would be submitted in ‘Outline’ form, with access and the principle of development being the main considerations at this stage. This means that detailed matters such as the design and appearance of the homes will be considered at a later stage (known as the reserved matters stage).

The Proposed Development

The development would include up to 150 new homes, new access, new public open space and associated infrastructure.

Access into the development is proposed off Evesham Road. A primary access route is proposed through the centre of the site, with a series of secondary roads and private drives which will facilitate movements within the site.

The developer have provided an Illustrative Concept Plan which can be seen below. The application would only be looking to establish the principle for new development at this state, so the proposed layout is indicative. However, it provides an example for how development in the site could be laid out.

The proposal would deliver a mix of housing of varied sizes and tenures to reflect the requirements of the South Worcestershire Development Plan Review (2026). The details will then be added via a reserved matters application, which is a second stage of the application process.

There will be significant areas of new landscaping and proposed tree planting around the periphery of the site. The proposed new landscaping and tree planting will complement the character of the area and provide a boost to local biodiversity through the creation of new habitats.

The layout provides extensive areas of open space for informal recreation and enjoyment by the local community. This is in response to the edge of settlement, greenfield nature of the site.

We understand that there may be concerns regarding the impact of new development on the village, as well as the availability of local services and amenities to support an increase in the population of the village. New developments in Wychavon, through Community Infrastructure Levy and legal agreements pay sums of money towards upgrading, improving and in some cases introducing new community services and facilities. This money is collected by the district council. These contributions are commonly spent on education, highways improvements, libraries, sports facilities (indoor and outdoor), open spaces, healthcare (including NHS contributions) and public footpaths. This is in addition to the delivery of a minimum of 40% affordable housing as part of the development. These sums will be calculated, negotiated and secured through the application process.

All feedback is anonymous, and we do not request your details as part of this process. Please note you will have a further opportunity to make comments on the application once it is submitted to the council.
