Land East of Southam Road, Kineton

Welcome to this Consultation website, relating to the proposed development of up to 200 high-quality homes on land east of Southam Road, Kineton. The site is located immediately to the north of the modern housing development located at Gardiner Road and Hutton Road. The site measures approximately 10 hectares and can be seen in the location plan on this page.
The purpose of this consultation is to keep local people informed and to gather feedback on the emerging Masterplan for the proposed development.
All comments will be carefully considered and may result in changes to the proposals. Once the planning application has been submitted, Stratford-on-Avon District Council will conduct a formal consultation, where you will be able to make further comments if you wish.
Background
The developer, Ashflame Cardington Ltd, wishes to bring forward this development and welcome your views before submitting a planning application.
The application would be submitted in ‘Outline’ form, with access and the principle of development being the main considerations at this stage. This means that detailed matters such as the design and appearance of the homes will be considered at a later stage (known as the reserved matters stage).
Alongside this consultation, a request for pre-application advice has been submitted to Stratford-on-Avon District Council, to help shape the proposals in line with local policy and guidance.
The Proposed Development
The development will include up to 200 new homes, a new access, public open space, drainage basins and associated infrastructure.
Ashflame Cardington have provided an illustrative masterplan which can be seen below. It shows two parcels of development reflecting the existing field pattern, with the dividing hedgerow largely retained and set amongst a landscaped corridor through the centre of the site. This masterplan is indicative at this stage, but provides an example for how development in the site could be laid out.
The proposal would deliver a mix of housing up to a maximum of 2.5 storeys to accommodate a wide range of requirements. The exact mix of house types, sizes and tenures would be decided at the reserved matters stage.
There will be significant areas of new landscaping and proposed tree planting around the periphery and through the centre of the site. The proposed new landscaping and tree planting will complement the character of the area and provide a boost to local biodiversity through the creation of new habitats.
The proposal currently includes two attenuation basins, one near the south-western boundary and a smaller one on the eastern edge of the site. These basins are part of the Sustainable Drainage System (‘SuDS’) which will safely manage rainwater within the site. The layout also provides areas of open space for informal recreation and enjoyment by the local community. This is in response to the edge of settlement, greenfield nature of the site.
We understand that there may be concerns regarding the impact of new development in the village, as well as the availability of local services and amenities. New developments pay sums of money towards upgrading, improving and in some cases introducing new community services and facilities via Section 106 Agreements and Community Infrastructure Levy. This money is collected by the local council. These contributions can be made towards education, highways improvements, libraries, sports facilities (indoor and outdoor), open space, healthcare (including NHS contributions) and public footpaths. These sums will be calculated, by the relevant authorities and secured through the application process.

Please note you will have a further opportunity to make comments on the application once it is submitted to the council.
